Lagos Internal Revenue Service (LIRS) being the major funding arm of the Government has taken on the challenge of increasing the IGR of the State through the adoption and implementation of various strategies which have impacted positively on revenue generation and collection, with the total IGR moving from ₦48,145,289,674.55 in 2005 to over ₦160,975,706,263.43 for 11 months, January to November 2009; a percentage increase of about 333%.

At the introduction of the new Board in November 2005, the position of the Chairman was upgraded to that of a Permanent Secretary, reporting directly to the Executive Governor. With autonomy in 2006, LIRS continues to report directly to the Governor. To guide staff and management on the new direction of LIRS, Vision and Mission Statements were developed by management and adopted in 2005 by all staff.

Also to block revenue leakages, LIRS fully implemented the use of Electronic Tax Clearance Certificate (E-TCC), Direct Bank Lodgment by Tax payers and issuance of automated revenue receipts. Simultaneously, Accelerated Tax Audits of Back Year were undertaken, leading to recovery of substantial unpaid taxes. Within the same period, LIRS directorates were harmonized from 8 to 5 to enhance productivity and reduce operational turn-around time.
